BE IT RESOLVED, that the Hennepin County Board of Commissioners authorizes the County Administrator to negotiate up to five agreements with other counties, in consultation with the Sheriff’s Office, to temporarily hold Hennepin County detainees during the period of November 21, 2024 through May 31, 2025, with a not to exceed amount of $100,000 per agreement for a total combined not to exceed amount of $500,000; that following review and approval by the County Attorney’s Office, the Board Chair be authorized to sign the Agreements on behalf of the County and the Controller be authorized to disburse funds as directed.

Background:

On October 31, 2024, the Minnesota Department of Corrections (DOC) sent a conditional license order to the Hennepin County Sheriff’s Office, directing the Sheriff’s Office to reduce its detainee population at the Adult Detention Center (ADC) to 600 inmates by November 14, 2024.

 

On November 5, 2024, the Hennepin County Sheriff’s Office submitted a capacity reduction plan to the DOC. The Sheriff’s Office also submitted a request to DOC to extend the date for compliance, and the request was ultimately granted for an extension to December 5, 2024. The Sheriff’s Office is also contacting other jails in Minnesota about potential boarding of detainees.

 

Current Request: The request seeks approval to authorize the County Administrator to negotiate up to five agreements with other counties to temporarily hold Hennepin County detainees, in consultation with the Sheriff’s Office and as part of its capacity reduction plan, during the period 11/21/24- 05/31/25, in a combined amount not to exceed $500,000.
