BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 07-07-23 with the cities of Bloomington and Edina for cost participation and maintenance responsibilities relating to multimodal safety improvements along County State Aid Highway (CSAH) 17 (France Avenue) from American Boulevard to 76th Street, county project (CP) 2173000, at an estimated receivable of $1,012,635; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed; and

BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 09-40-23 (State Contract No. 1052736) with the Minnesota Department of Transportation (MnDOT) for construction right of way access and maintenance responsibilities relating to the France Avenue reconstruction project within Interstate (I)-494 right of way, CP 2173000, at no county cost; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and

BE IT FURTHER RESOLVED, that the County Administrator be authorized to execute Amendment No. 1 to the work authorization under Master Agreement PR00002153 with Bolton & Menk, Inc. to provide final design engineering services for the France Avenue multimodal safety improvements, CP 2173000 (formerly tracked under CP 2183411), increasing the work authorization amount by $275,017 to a new total not to exceed of $675,000; that following review and approval by the County Attorney’s office, the Chair of the Board be authorized to sign the authorization on behalf of the county; and that the Controller be authorized to disburse funds as directed; and

BE IT FURTHER RESOLVED, that revenues for CP 2173000 be adjusted to add $661,400 in Federal Aid revenue (fund sources - Federal - Other - Roads), increasing the total Federal Aid revenue from $1,800,000 to $2,461,400; that the total project budget be increased by the same amount from $5,400,000 to $6,061,400; and that the Controller be authorized to accept and disburse funds as directed.

Background:

History: In 2017 the City of Bloomington, in partnership with Hennepin County, MnDOT and the City of Edina, led a study of France Avenue between American Boulevard and 76th Street. The study identified short- and long-term safety and multimodal improvements. The county was awarded federal funding in 2018 through the Highway Safety Improvement Program for the short-term improvements recommended by the study.

The project team gathered stakeholder and community feedback for the project in coordination with MnDOT’s engagement for the I-494 Corridors of Commerce project through open house events, community listening sessions, surveys, and social media outreach.

The county is leading the safety and multimodal project that will include the following improvements:

                     Minnesota Drive intersection redesign and removal of the channelized right-turn islands

                     Traffic signal upgrades at American Boulevard, I-494 ramps and Minnesota Drive

                     Accessible pedestrian signals and upgraded pedestrian ramps

                     Multi-use trails on both sides of France Avenue from Minnesota Drive to 76th Street 

                     Reconfiguration of the travel lanes entering and exiting I-494 

 

In February 2022, the county via the Consulting Services Program contracted with Bolton & Menk, Inc. through a work authorization under Master Agreement PR00002153 to provide preliminary design services including data collection, traffic analysis, and public outreach for the project. Final engineering services are needed to complete the design using funding available in the project budget. In addition, MnDOT informed county staff that additional federal funds will be provided for the project, which is scheduled to begin construction in fall 2023 and will be coordinated with MnDOT’s I-494 Corridors of Commerce Project. 

Current Request:
This request seeks authorization to negotiate and execute the following agreements for safety and multimodal improvements along France Avenue, CP 2173000:

                     PW 07-07-23 with the cities of Bloomington and Edina for cost participation and maintenance responsibilities at an estimated receivable of $1,012,635   

                     PW 09-40-23 with MnDOT for construction right of way access and maintenance responsibilities

                     Amendment No. 1 to the work authorization under Master Agreement PR00002153 with Bolton & Menk, Inc. for final design engineering, increasing the work authorization by $275,017

 

This action also seeks authorization to receive an additional $661,400 in federal funds and increase the total project budget by the same amount from $5,400,000 to $6,061,400.

Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate action and disparity reduction efforts by improving accessibility, mobility, and safety for multimodal transportation. 

This request supports the county’s identified priorities and goals for the disparity reduction Transportation domain that strive for Hennepin County residents to expect positive outcomes in transportation, climate, and connectivity.
