WHEREAS:

WHEREAS, Minnesota Department of Transportation (MnDOT) has given notice that project funding through the Local Road Improvement Program (LRIP) is available; and

WHEREAS, a county board resolution is needed as part of the application for non-state aid cities to satisfy the LRIP eligibility requirements; and

WHEREAS, the Cities of Spring Park and St. Bonifacius have requested county sponsorship since the cities are ineligible to receive LRIP funding due to their population being less than 5,000.

 

Resolution:

BE IT RESOLVED, that Hennepin County will sponsor the City of Spring Park if LRIP funding is awarded for the County State Aid Highway (CSAH 51) (Sunset Drive) reconstruction project on behalf of the City of Spring Park; and

 

BE IT FURTHER RESOLVED, that Hennepin County will sponsor the City of St. Bonifacius if LRIP funding is awarded for the Wildwood Avenue reconstruction project on behalf of the City of St. Bonifacius; and

BE IT FURTHER RESOLVED, that sponsorship of the abovementioned projects by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County on behalf of the cities of Spring Park and St. Bonifacius for these projects beyond the awarded 2023 LRIP funds.

Background:

MnDOT’s LRIP provides funding assistance to cities, counties, and townships for transportation infrastructure projects along local roadways. Funding eligibility is defined in Minnesota Statutes §174.52. 

The 2023 LRIP Solicitation includes $103 million that was made available through the 2023 Legislative Session for projects to be constructed between 2024 and 2026. The maximum project award is $1.5 million, with no local match required. Applications are due December 8, 2023.

Hennepin County is leading a project to reconstruct Sunset Drive from Spring Street to Shadywood Road (CSAH 19) in Spring Park, county project (CP) 2182000. Upon release of the 2023 LRIP Solicitation, the city requested to pursue LRIP funds to reduce its cost participation. If the city is successful in securing LRIP funds, the county will continue to lead the project.

 

The City of St. Bonifacius is also pursuing LRIP funds for its Wildwood Avenue reconstruction project that extends from Trunk Highway 7 to CSAH 92 (Main Street). If the city is successful in securing LRIP funds, the city will lead the project.

Current Request:
Authorization to provide sponsorship on behalf of the cities of Spring Park and St. Bonifacius if LRIP funding is awarded for the above mentioned reconstruction projects.
