BE IT RESOLVED, that the Executive Director be authorized to negotiate Agreement A2613342 with the Minnesota Housing Finance Agency to accept an Impact Fund award for the Healthy Homes Assistance Project providing homeowner deferred loans for health and safety repairs during the period April 1, 2026 through March 31, 2029 with a receivable amount of $99,600; that the following review and approval by the County Attorney’s Office, the Chair be authorized to sign the agreement on behalf of the authority; and that the Controller be authorized to accept and disburse funds as directed; and
BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Housing and Redevelopment Authority (HCHRA) Board of Commissioners does not imply a continued commitment by the HCHRA for these programs when grant funds are no longer available.

Background:
In June 2025, the Minnesota Housing Finance Agency (Minnesota Housing) accepted proposals to maintain and increase the supply of affordable owner-occupied housing. The Hennepin County Housing and Redevelopment Authority (HCHRA) submitted a successful application to continue the healthy homes assistance program to provide deferred loans for health and safety repairs.
The Healthy Homes Assistance Project was awarded $99,600 to assist a minimum of 12 homeowners with health and safety repairs. This is the HCHRA’s sixth award from Minnesota Housing for this program.
Current Request: This request is for the authorization to negotiate Agreement A2613342 with the Minnesota Housing Finance Agency to accept the Impact Fund award for the Healthy Homes Assistance Project during the period of April 1, 2026 through March 31, 2029, in the receivable amount of $99,600.
Impact/Outcomes: Approval of these agreements will finance healthy and safety repairs for 12 homes, all for low to moderate-income homeowners.
Housing Disparity Domain: Households of color are disproportionately housing cost burdened. This request provides a cost-effective way to enable persons with disabilities to remain in their homes and for immediate health and safety repairs to be addressed.
