BE IT RESOLVED, that the properties located at 1321 47th Avenue North, 4647 Fremont Avenue North, 4620 Fremont Avenue North, and 4543 Dupont Avenue North in Minneapolis be declared surplus property; and
BE IT FURTHER RESOLVED, that those same properties be conveyed to the Hennepin County Housing and Redevelopment Authority, consistent with Minn. Stat. § 465.035, and that following review and approval by the County Attorney’s Office, the County Administrator be authorized to sign all documents associated with the conveyance(s) on behalf of the county.

Background:
The properties located at 1231 47th Avenue North, 4647 Fremont Avenue North, 4620 Fremont Avenue North, and 4543 Dupont Avenue North in Minneapolis (“Humboldt Triangles”) were conveyed to the county from the Minneapolis Park and Recreation Board in 2001 for the Humboldt Greenway Project. The Humboldt Triangles are currently vacant land and are surplus to county needs. This request proposes the necessary administrative steps to convey the properties to the Hennepin County Housing and Redevelopment Authority so that they may be offered for sale for the development of affordable housing through a request for proposals process.
A companion Board Action Request accepting conveyance of these properties from the County will be considered separately by the Hennepin County Housing & Redevelopment Authority. Following conveyance, HCHRA staff will conduct a request for proposals process to offer the properties for sale for affordable housing development. Sale of the properties will be subject to additional HCHRA board approval.

This request is for authorization to declare properties surplus and to convey the surplus properties to the Hennepin County Housing and Redevelopment Authority.
Impacts/Outcome:
The conveyance will permit vacant surplus properties to be offered for sale for affordable housing development through a request for proposal process.
