BE IT RESOLVED, that Amendment 2 to Agreement PR00004826 with Murphy, Mike L. to provide investigative services, extending the contract through December 31, 2024 and increasing the not-to-exceed amount to $130,000 be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of the County; and that the Controller be authorized to disperse the funds as directed.

Background:

The Hennepin County Attorney’s Office (HCAO) investigates and prosecutes complex white-collar crimes such as financial exploitation of vulnerable adults, tax fraud, insurance fraud, major embezzlement, and wage theft and other worker protection crimes. Because of the complexity of those types of financial crimes, law enforcement agencies do not always have the specific subject-matter knowledge, bandwidth or legal reach and power to fully investigate them on their own. To effectively partner with law enforcement in prosecuting those types of cases, HCAO contracts with an outside investigator (Mr. Murphy). Mr. Murphy is currently one of two investigators (one is a full-time County employee) for those types of cases, and this amendment is necessary for HCAO to continue to effectively prosecute them.

Mr. Murphy is an expert investigator of complex white-collar crimes. His work is instrumental for fully understanding what crimes may have occurred and seeking justice when crimes have occurred. That includes supporting law enforcement’s efforts to collect evidence, reviewing evidence from law enforcement, coordinating between law enforcement agencies in cross-jurisdictional matters, supporting with acquisition of necessary warrants and subpoenas, gathering additional evidence through interviews with witnesses and victims and review of records, and helping to prepare attorneys for trial.

In addition to his subject matter expertise on complex financial crimes, Mr. Murphy is a former law enforcement officer. That background makes him uniquely situated to coordinate and work between HCAO and various law enforcement agencies across the county.
