BE IT RESOLVED, that Amendment 1 to Agreement A2513181 with the City of Minneapolis for the delivery of acceptable waste collected in Hennepin County, extending the end date by one year to December 31, 2027, at a contract rate of $88 per ton, be approved; that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the amendment on behalf of Hennepin County; and that the Controller be authorized to receive funds as directed.

Background:
Hennepin County enters into waste delivery agreements with licensed haulers that collect municipal solid waste from homes and businesses within the county for delivery to the Hennepin Energy Recovery Center (HERC) or the Brooklyn Park Transfer Station (BPTS). The current tip fee for disposal of the municipal solid waste at these facilities is $85 per ton. The City of Minneapolis’s current waste delivery agreement will terminate on December 31, 2026 (Resolution 25-0505 R1), and the city has requested to extend the term of the agreement by one year. Waste delivery agreements minimize landfill disposal of municipal waste, which is required by state law.
The waste delivery agreements ensure the county achieves the goal to reduce the reliance on landfilling, and to recover energy and recyclable materials from discarded waste in accordance with the resource recovery objectives established by the Minnesota Pollution Control Agency in its 2022-2042 Metropolitan Solid Waste Management Policy Plan and the county’s 2024 Solid Waste Management Plan.
The County Board authorized the County Administrator to negotiate waste delivery agreements with contract rates of $85/ton for 2026 and $88/ton for 2027 (Resolution 25-0410 R1). That resolution also required that any negotiated agreement with cities of the first class be brought before the County Board for final approval prior to signature. The City of Minneapolis is the only city of the first class in Hennepin County.
Current Request: As requested by the City of Minneapolis, this action seeks approval of Amendment 1 to Agreement A2513181 with the City of Minneapolis for the delivery of acceptable waste collected in Hennepin County, extending the agreement end date to December 31, 2027, at a contract rate of $88 per ton.
Impact/Outcomes: The waste delivery agreement facilitates the City of Minneapolis in delivering trash to HERC to be processed to recover energy and metals and reduce landfilling in accordance with state law. Trash processed close to where it is produced minimizes transportation, which both saves money on residents’ garbage bills and reduces the associated truck emissions. This action supports the county’s climate action goals by diverting waste from landfills, thereby reducing methane emissions and decreasing reliance on fossil fuels for energy and heating.
