BE IT RESOLVED, that Joint Powers Agreement A2613518 with the Minnesota State Agricultural Society to provide law enforcement services at the Minnesota State Fair, during the period of August 27, 2026 through September 8, 2026 be approved; and that the Chair of the Board be authorized to sign the Joint Powers Agreement on behalf of the County; and the Controller be authorized to disburse funds as directed.

Background:

Minnesota Statutes §37.20 authorizes the secretary or the president of the Minnesota State Agricultural Society to appoint peace officers to perform law enforcement functions during the annual Minnesota State Fair and throughout the year for the regulation of the fairgrounds. This statutory authority does not oblige Hennepin County Sheriff’s Office (HCSO) to provide personnel or services. Historically, HCSO has provided law enforcement services to the Minnesota State Fair since 2021, and the Minnesota State Agricultural Society has reimbursed Hennepin County for eligible overtime wages and operational expenses associated with those services. For the 2025 State Fair, HCSO was reimbursed a total of $55,405.91.

Joint Powers Agreement A2613518 permits HCSO to provide reimbursable, non-mandated law enforcement services upon request from the Minnesota State Agricultural Society. Under this agreement, HCSO will assign one analyst and up to twelve deputies on an overtime basis for the duration of the Minnesota State Fair, scheduled from August 27 through September 8, 2026. The Minnesota State Agricultural Society will reimburse Hennepin County for all eligible overtime wages and operational expenses incurred by assigned personnel in an amount not to exceed $82,000. All services will be carried out in accordance with departmental policies, applicable laws, and the terms and conditions of the Joint Powers Agreement.

Approval of Joint Powers Agreement A2613518 will authorize the Hennepin County Sheriff’s Office to provide reimbursable law enforcement services at the 2026 Minnesota State Fair.
