Background:
Since 2003, the Hennepin County Housing and Economic Development Department (HED) has been awarded 13 competitive lead-based paint grants totaling $46 million from the U.S. Department of Housing and Urban Development (HUD). These grants have provided funds to make more than 5,900 homes lead-safe, directly benefiting the more than 5,400 children under the age of six who lived in or visited those homes. Additionally, over 2,100 property owners, maintenance workers, and contractors were trained in lead-safe work practices.
Continuing this success, HED was awarded a 2025 Lead Hazard Reduction Demonstration Grant totaling $7,750,000 (Resolution 26-0033 adopted January 27, 2026). The grant will facilitate the testing of 350 housing units and make at least 300 homes lead-safe.
To implement the grant, HED released a competitive request for proposals to perform community engagement and outreach, identify and enroll eligible households in the program, and provide in-home lead education visits for at risk households. Sustainable Resources Center Inc. and Raices Latinas LLC were selected due to their organizational experience in lead poisoning prevention, excellent past performance on previous contracts, and existing connections with communities at high risk of lead poisoning. Sustainable Resources Center will conduct 800 in-home visits that will result in 400 completed lead grant applications. Raices Latinas LLC will focus on Spanish speaking residents and will complete 80 in-home education visits that will result in 42 completed lead grant applications.
Current Request: This request is for approval of Agreements with Sustainable Resources Center Inc. and Raices Latinas LLC to provide lead education and grant recruitment services during the period November 15, 2026 through November 14, 2029 with a total combined not to exceed amount of $560,000.
Impact/Outcomes: Approval of this request will result in 442 enrollments in the HED lead hazard reduction grant.
Disparities Reduction Impact: Lead poisoning disproportionately effects communities of color, immigrant populations and low-income households. These funds will create opportunities for lead remediation for households at risk.
