BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 41-20-26 with the City of Minneapolis for cost participation and maintenance responsibilities relating to the design, engineering, and construction for improvements on Irving Avenue between 26th and 36th avenues N and Humboldt Avenue between 36th and 44th avenues N (CSAH 152), county project (CP) 2201132, a subproject of capital project 2201100, at a county cost not to exceed $496,000; that upon review and approval by the County Attorney’s office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
The City of Minneapolis, in collaboration with the county, is leading a project to construct the Phase 1 segment of the Northside Greenway along Humboldt and Irving Avenues from 26th Avenue N to CSAH 152 (44th Avenue N). The project, which is expected to begin in 2027, will include the following improvements:
• Multimodal safety enhancements
• Drainage improvements
• Americans with Disabilities Act (ADA) upgrades
The agreement identifies the city as the lead agency to design and deliver the project and maintain the infrastructure after project completion. Funding for the county's cost participation is available in CP 2201100: Cost Participation and Partnerships 2024-2028, with expenses tracked in its associated subproject 2201132.
