BE IT RESOLVED, that the following actions be approved for the Southdale Library Replacement project (CP 1004468)

 

                     Approval of schematic design for the Southdale Library Replacement project;

                     Authorization to proceed with project design development and construction documents;

                     Authorization to utilize Construction Manager at Risk construction delivery method; and


BE IT FURTHER RESOLVED, that the County Administrator be authorized to award a contract to the Construction Manager at Risk, J.E. Dunn Construction Company, if the guaranteed maximum price (GMP) and GMP amendments are within the approved project budget; that the Chair of the Board be authorized to sign the contract and amendments on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed; and


BE IT FURTHER RESOLVED, that Contract PR00006399 with Meyer, Scherer & Rockcastle, LTD (dba, MSR Design) for architectural and engineering services for the design development through construction administration phases of the
Southdale Library Replacement project (CP 1005259) for the period of July 1 2024 - April 30, 2028, in an amount not to exceed $6,475,000, be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county; and that the Controller be authorized to disburse funds as directed; and

BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement A2412373 with City of Edina, for lease and buildout of art center space within the Southdale Library Replacement project, including tenant contribution to buildout costs for the leased premises in the estimated receivable amount of $6,863,500, with an estimated first year base rent of $92,750 plus operating costs; that following review and approval by the County Attorney, the Chair of the Board be authorized to sign the  Agreement on behalf of the County; and that the Controller be authorized to accept and disburse funds as directed; and

BE IT FURTHER RESOLVED, that the capital funding for the Southdale Library Replacement project (Project Number 1005259) in the amount of $106,800,000 be included in the prospective 2025-2029 Capital Improvement Program.

Background:

The Southdale library was built in 1972 with the last renovation completed in 1994. The current Southdale Library has served the residents of Edina, Richfield, Bloomington, and Minneapolis for almost five decades. The building was added onto several times to accommodate a service center and courts, becoming the "Southdale Regional Center." The service center and courts were relocated between 2016-2019. A Board briefing in 2015 demonstrated that the cost to repair the building outweighed the costs to renovate the building. Since that time, this project has had several iterations before it was decided to remain at the current library site. 

This project will build a new 94,600 GSF building on the 7.74-acre site of the current library at 7009 York Ave S in Edina, Minnesota. The project will include a new Southdale Library and tenant space for the Edina Art Center. The City of Edina will lease the space, paying base rent and operating costs for the space, and will reimburse the County for expenses related to the buildout of the space and tenant improvements therein.

In addition to the library and the art center, which will be located on the northern portion of the site, the southern portion of the site will be transformed and dedicated to green space, managed by Edina Parks and Recreation. This will be a public green space that provides outdoor education opportunities and a trail head for Three Rivers Park District’s Nine-mile Creek multi-modal trail.

 

The project will meet Minnesota B3 guidelines (MN B3). The stormwater management will address the existing 100-year flood plain on the site and will serve as a critical role in MN B3 site strategies. The project will include water and energy-saving strategies through passive and active design including:

 

                     Maximizing the building orientation for the site’s sun orientation and wind patterns

                     High energy efficient heating and cooling systems with a high-performance building envelope

                     Industry leading geothermal

                     Maximizing natural daylight throughout

                     Reducing carbon emissions through electrification and limited gas use

                     Electric Vehicle stations and infrastructure for more in the future

                     Photovoltaic panel array

                     Green roof system

                     Reduction of impervious surfaces by 60% and improve site accessibility. Restore ecological function, habitat and native plantings

 

The architect for the project, Meyer, Scherer & Rockcastle, LTD (MSR Design), was selected by the County’s Designer Selection Committee in the fall of 2017. This request continues design and construction administration services through construction. The Schematic Design Executive Summary Report has been distributed to the County Board, and a copy is on file with the Clerk to the County Board.

During the early design phases of the project, there was extensive public engagement and engagement with multiple municipal agencies. Public outreach and engagement efforts as well as library staff engagement offered opportunities for a broad range of participation and input, which is reflected in the schematic design.

  
The design phases are scheduled to continue until mid-2025. Abatement and deconstruction are targeted for early 2025 with construction substantially complete by spring 2027 and an opening the summer 2027. The library will be closed during construction for approximately two years starting January 2025. The library is currently exploring ideas for a temporary location.

 
The Construction Manager at Risk delivery method will be utilized per Minnesota Statutes 2022, section 471.345. In 2023, the county issued a request for qualifications and proposals for a Construction Manager at Risk for preconstruction and construction services. JE Dunn was selected and awarded a preconstruction consulting contact. At the end of construction document phase JE Dunn will develop a Guaranteed Maximum Price (GMP) to deliverer the construction services required.


The Schematic Design estimated project cost for the new Southdale Library and Edina Art Center is $106,800,000. These increases reflect a better understanding of the climate action design features required to meet MN B3 and the current market conditions through the Construction Manager at Risk cost estimating and preconstruction services.

 

The project Affirmative Action goals, Small Business Enterprise Program goals, Workforce Entry Program (WEP) hours will be maximized through the Construction Manager at Risk and will be based on the project’s scope of work afforded by the opportunity and upon availability of qualifying firms.


Current Request:

This is a request for a series of approvals related to continuing the work on the new Southdale library. It includes: Approval of the Schematic Design, authorization for the County Administrator to award a contract to the JE Dunn the construction manager at Risk with the Guaranteed Maximum Price (GMP) and any GMP amendments if the proposal is within the project’s budget, approve a contract with MSR Design for architectural and engineering services for the design development through construction administration, establishment of a new capital funding amount of $106,800,000 in the 2025-2029 CIP, and authorization to negotiate an agreement with the City of Edina for lease and buildout of the Edina Art Center space.


Impact/Outcomes:

The new library will be designed to meet the needs and expectations of the diverse and growing communities of Edina, Richfield, Minneapolis and Bloomington, and to provide a welcoming and accessible space for learning, creativity and civic engagement.

The new Hennepin County Southdale Library will provide:

                     Flexibility and adaptability to respond to changing program needs over time

                     Sustainable design to promote human health and well-being

                     Technology to offer creativity and opportunity

                     Space for a new art center leased and operated by the City of Edina

                     A new public green space with regional bike and pedestrian trail connections
