WHEREAS, Hennepin County has applied to the Commissioner of Transportation for a Local Bridge Replacement Program grant from the Minnesota state transportation fund for the replacement of Bridge Number 90475; and
WHEREAS, the Commissioner of Transportation has given notice that funding for this bridge is available through the Local Bridge Replacement Program; and
WHEREAS, the amount of the Local Bridge Replacement Program grant is $357,711.58.
Resolution:
BE IT RESOLVED, that the County Administrator be authorized to execute Agreement PW 33-40-25 (State Grant Agreement Number 1060017) with the Minnesota Department of Transportation to accept Local Bridge Replacement Program grant funds for the replacement of Bridge Number 90475 (County Capital Project 2200900, State Project 027-617-037), in the amount of $357,711.58; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement and amendments on behalf of the county; and the Controller be authorized to accept the funds as directed; and
BE IT FURTHER RESOLVED, that Hennepin County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, section 174.50, and will pay any additional amount by which the cost exceeds the estimate and will return to the Minnesota state transportation fund any amount appropriated for the project but not required; and
BE IT FURTHER RESOLVED, that revenue for project 2200900 be adjusted to add $357,711.58 in State Highway Grants and decrease State Aid Regular by the same amount, with no change to the total project budget of $2,985,000.00; and
BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:
The county, in coordination with the City of Bloomington and the Minnesota Department of Transportation, is leading a project to replace the bridge along France Avenue over Nine Mile Creek. In May, the Minnesota Department of Transportation awarded $357,711.58 in state bridge funding for this project through the Local Bridge Replacement Program. With the addition of the grant funds, staff recommends decreasing revenue from State Aid Regular by the same amount.
Current Request: This request seeks authorization of the following:
• Execute Agreement PW 33-40-25 with the Minnesota Department of Transportation, accepting $357,711.58 in Local Bridge Replacement Program grant funds; and
• Adjust revenue by adding $357,711.58 from State Highway Grants and decreasing State Aid Regular by the same amount, with no change to the total project budget of $2,985,000.00.
Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate action, and disparity reduction efforts by preserving and modernizing our transportation system and improving accessibility, mobility, and safety for all people using this bridge.
