Background:
The Environmental Response Fund (ERF) helps revitalize sites by providing funds to assess and clean up contamination. The grants reduce barriers to site improvement or redevelopment caused by the added costs of environmental cleanup and lessen the risk to human health and the environment posed by the contamination.
Minnesota Statutes, sections 383B.80 and 383B.81, authorize Hennepin County to collect a mortgage registry and deed tax for the purpose of establishing an ERF. The county board established the ERF in 1997 (Resolution 97-06-410R1) and authorized the grant program in 2001 (Resolution 01-9-615).
The City of Rogers, on behalf of Duffy Development Company, Inc, was awarded $286,700 in ERF grant funding in 2022 for soil cleanup required to develop 40 new affordable residential units for seniors (Resolution 22-0297). Due to delays in the project timeline, a new agreement is needed to reflect the full duration of the work.
Current Request: This request seeks approval for the County Administrator to negotiate and sign ERF Grant Agreement PR00008849 with the City of Rogers for costs incurred during the period of August 2, 2022, through August 5, 2027, in an amount not to exceed $286,700 for environmental cleanup.
This agreement is related to the City of Rogers’ 2022 Environmental Response Fund Grant Agreement PR00004511 for the Rogers Main Street Redevelopment project, located at 13001 Main Street in Rogers.
Impact/Outcomes: This action helps redevelop vacant and underutilized brownfields into community assets that bring needed housing, jobs and services to communities and return properties to the tax rolls. On average, ERF-aided projects result in a 7:1 return on investment in property tax revenues.
This ERF project will mitigate exposure to contaminated soil for residents of a future affordable senior housing center.
Cleaning up contamination protects groundwater and drinking water and improves indoor air quality and environmental health. ERF grants support projects in communities with disparities in health, housing, employment, and income.
