BE IT RESOLVED, that Agreement PR00007099 with Health Management Associates, Inc., to provide professional healthcare advisory consulting and writing services to support Hennepin Health efforts to respond to the Prepaid Medical Assistance Program (PMAP) and MinnesotaCare RFP and the Special Needs BasicCare (SNBC) RFP released by the State of Minnesota DHS, during the period of May 1, 2025, through December 31, 2027, in an amount not to exceed $1,495,000 be approved; that the Chair of the Board be authorized to sign the Agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
Hennepin Health was interested in engaging a vendor to assist in preparing for and drafting comprehensive, robust RFP responses to the upcoming DHS procurements. A Request for Proposal (RFP) was issued in October 2024 and included an extensive evaluation of vendor offerings, ultimately bringing top finalists in to present on their services. Ultimately, Health Management Associates, Inc. was chosen because of their experience with Medicaid managed care organizations (MCO), MN Medicaid procurements and their overall favorable fixed costs.
Under contract PR00007099, Health Management Associates, Inc. will:
• Collaborate with Hennepin Health to review its past RFP responses submitted to DHS for the PMAP, MinnesotaCare and SNBC procurements to identify areas that could be strengthened and position Hennepin Health to improve its overall success and scoring in the procurements.
• Provide concrete recommendations on ways to strengthen Hennepin Health’s RFP responses based on best practices Health Management Associates, Inc. has developed through previous experience assisting MCOs responding to state Medicaid procurements.
• Develop a comprehensive plan, including deliverables and timelines, to assist Hennepin Health in preparing for and drafting RFP responses for the 2027 PMAP/MinnesotaCare procurement (due in early 2026) and the 2028 SNBC procurement (due in early 2027).
• Lead the drafting of comprehensive, robust RFP responses to the DHS PMAP/MinnesotaCare and SNBC procurements.
This board action request aligns with Hennepin County disparity reduction efforts to improve access to culturally specific/sensitive health services and increase community well-being.
