Background:

The Minnesota Department of Transportation’s LRIP provides funding assistance to cities, counties, and townships for transportation infrastructure projects along local roadways. Funding eligibility is defined in Minnesota Statutes §174.52.

The 2026 LRIP Solicitation includes $50 million in state general obligation bonds that were made available through the 2026 Legislative Session for projects to be constructed between 2027 and 2029. The maximum project award is $1.5 million, with no local match required. Applications are due November 25, 2026.

Hennepin County is currently leading a project to rehabilitate CSAH 50 (Rebecca Park Trail) from Trunk Highway 55 to CSAH 19 (County Road 19) in the cities of Corcoran, Greenfield, and Rockford, Capital Project (CP) 2220902. The segment of CSAH 50 (Rebecca Park Trail) from CSAH 10 (Woodland Trail) to Vernon Street is identified on the county's Toward Zero Deaths Action Plan High Injury Network.

State discretionary grant funds are being pursued through the 2026 LRIP Solicitation to further reduce the project’s financial burden on local agencies.

Current Request: Authorization for the County Administrator to apply for state discretionary funding through the 2026 LRIP Solicitation for the CSAH 50 (Rebecca Park Trail) Pavement Rehabilitation Project 2220902, a subproject of 2220900: 2027-2031 Pvmt Rehab Prgm.

Impacts/Outcomes: This action supports the county’s Toward Zero Deaths Action Plan, Americans with Disabilities Act (ADA) Transition Plan, Climate Action Plan, and disparity elimination efforts by improving safety, accessibility, and mobility for all people using the corridor.
